ในแผนการป้องกันและบรรเทาสาธารณภัยแห่งชาตินั้นได้กำหนดให้องค์การปกครองในระดับอำเภอตระเตรียมแผนปฏิบัติการป้องกันและบรรเทาสาธารณภัย แต่ในระดับสำนักงานเขต กทม.ยังไม่ได้มีการจัดทำแผนปฏิบัติการป้องกันและบรรเทาสาธารณภัยดังกล่าว

กทม.จึงต้องมีขั้นตอนในการจัดให้เกิดแผนปฏิบัติการป้องกันและบรรเทาสาธารณภัย ดังนี้

  1. สำนักงานเขตต้องจัดการให้มีการศึกษาและวิเคราะห์ 5 ภัยพิบัติความเสี่ยงสูงในระดับย่าน เช่น อัคคีภัย อาคารและโครงสร้างถล่ม ฯลฯ

  2. สำนักงานเขตต้องจัดให้มีการจัดทำแผนปฏิบัติการป้องกันและบรรเทาสาธารณภัยที่สอดคล้องกับแผนภัยพิบัติ 5 ด้านที่มีความเสี่ยงสูงที่สุด

  3. สำนักงานเขตต้องมีการกำหนดเจ้าหน้าที่รับผิดชอบหน้าที่สนับสนุนด้านปฏิบัติการ อำนวยการ บริหารจัดการ การเงินและธุรการ

The National Disaster Prevention and Mitigation Plan requires that administrative organizations at the district level prepare a disaster prevention and mitigation action plan; the BMA’s district offices have not done so.

The BMA plans to implement the following steps in creating a disaster prevention and mitigation action plan at the district level:

  1. Each district office to study and analyze five high-risk disasters at the district level, such as fire, building and structural collapses;

  2. Each district office to create a disaster prevention and mitigation action plan in correspondence with to the five high-risk disasters plan;

  3. Each district office to appoint support officials for operation, administration, management, finance and clerical work.
